Converts blockdev and sys_block() to use alarms

sys_block() uses the kthread-style alarm, and the blockdev fake
interrupt uses the handler-style alarm.  Now, we should be able to have
a bunch of alarms, whether blockdev or sys_block, on all the cores at
once.
