Use iovecs for sendto() (XCC)

This is a prereq for handling sendmsg() nicely.  Callers of sendmsg() are
likely to actually use iovecs, so we should attempt to support that.  Note
that readv()/writev() are not vectored yet.

Rebuild glibc.
