Import from OpenBSD: strlcat, strlcpy, reallocarray.

We have these utilities in the kernel.  Import them into
the userland.  This is the initial import; these are
unmodified original copies taken directly from the OpenBSD
CVS repository.  Each file has a specific version number
in it.
