Make akaros_compat.h a kernel header

And renames it to linux_compat.h.  This way, other Linux drivers or code
can benefit from the compatibility shims.

I also moved the compat_todo.h, which is basically an even hackier part
of linux_compat.h - the things that are *really* bad.
