notif_enabled -> notif_disabled (XCC)

The default state is now notifs enabled.  Vcores will still come up with
notifs disabled: the kernel will sort that out.  Its just that fresh
vcore preempt data won't need to have notifs manually enabled or
anything for the _S -> _M transition.

Reinstall your kernel header(s).
